Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to agreement #3383 in the amount of $159,916 and to extend the agreement for two additional years with Quantum Consulting for Phase II of the Sunset Park Neighborhood Traffic Study. This will result in a 4-year amended agreement with a new total amount not to exceed $238,582.

Summary

Staff contracted with Quantum Consulting (Quantum) in 2018 to begin the Sunset Park Neighborhood Traffic Study.  After several neighborhood meetings and a detailed crash and data analysis, the proposed improvements were divided into two phasesWith Phase 1 completed in October 2019, this first contract modification with Quantum is to begin the study of Phase 2 and the civil engineering design of future traffic calming measures.  Phase 2 measures may include alley restrictions, diverters, half cul-de-sacs, or one-way streets. 

Discussion

Over the past several years, the Sunset Park neighborhood has seen a rise in traffic along its residential streets, in particular, on and around the 23rd Street corridor during the evening commute. About 60 percent of these trips are pass-through trips aided by expanded use of mobile phone mapping applications. 

An RFP was issued in 2018 for the Sunset Park Neighborhood Traffic Study.  One firm, Quantum Consulting, responded to the RFP.  Since Quantum’s bid was below the threshold for Council approval, Contract # 3383 was executed in June 2018 to begin the study. Quantum’s scope included data collection, analysis, neighborhood meetings and a final report.  After four neighborhood meetings and detailed crash and traffic data analysis, the proposed improvements were divided into two phases. Completed in October 2019, Phase 1 consisted of low-cost, easy-to-install measures at six key locations intended to improve safety and the quality of life for residents of the neighborhood.

More substantial and restrictive measures were selected to be analyzed as part of Phase 2 of the project such as alley restrictions, diverters, half cul-de-sacs, or one-way streets.  Implementation of these types of measures will require more detailed analysis of potential benefits and drawbacks, and a broader consensus from the community.  They may also need review by the Planning Commission and/or the City Council.  Quantum’s scope for Phase 2 includes holding two more community meetings, traffic analysis of up to 12 scenarios, and preparation of Civil Engineering design plans, specifications and estimates. 

Financial Impacts and Budget Actions

Staff seeks authority to approve funding from the City’s General Fund Capital Improvement Program to increase the amount of the contract with Quantum Consulting for Phase II of the Sunset Park Neighborhood Traffic Study.  Funding for construction and implementation of the physical improvements is contingent on future Capital Improvement Program funding.
